The cracks appear across the block (this case dirt) as if it was to break, then they would reset and repeat. Because your quarry for some reason did not take the landmark layout you attempted to give it, it instead placed itself with the default 9x9 size, which happened to touch 4 chunks. So those 4 chunks will be kept loaded.

Nope. FTB modpack developer removed all the buildcraft engines from the mod. This is incorrect. I'm playing the same pack on version 1.4.0 and all BC engines are craftable. I'm powering a Quarry with Combustion Engines with no trouble. I think what you're not realizing is that the golden age of "every mod uses RF" is over.

If you're in 1.7.10 all of the Buildcraft machines should take RF by default. OP is referring to the new version of Buildcraft, which is 1.10+ cuz actually additions isn't a 1.7.10 mod. To OP: try flux networks or universal cables from Mekanism.
At max quarry size (mining out 62x62 blocks) I timed it up and back, up and back, or 4 rows of blocks at 38 seconds, 4x62 or 248/38 = about 6.526 blocks per second, faster than I can sprint. This was with the Energy Bridge taking in IC2 HV Consumer from a stack of MFSUs.
The Buildcraft quarry doesn't support areas larger than 64x64. Quarry+ adds a block called Quarry+ which can support up to 256x256. If you have Extra-utilities installed then use the Ender Quarry, it can support an unlimited* (read stupidly large) area.

Maximum selectable area size is 256x256x256. You can check selected area with StatusChecker. Quarry Plus: Advanced Quarry Efficiency Enchant produce highspeed working.
